In SCO UNIX, I can use scoadmin for administering the system; in AIX, I can use smit. What is the method for administering Digital UNIX?

For the more recent releases (5.x), sysman does a large part of the sysadmin stuff.

As far as I recall there was something called setup. A text based configuration tool.
