The Independant Management Architecture(IMA) service is the service that runs all the various sub-system program dlls. It communicates with the Data Store/Local Host Cache.

New build server, could be lots of things, at the end of the day, as long as it starts then there should not be an issue.

Is the Data Store Access, SQL or Oracle. It could be that your data store is on a very busy box ?
