What is RPMS for RH linux 6.x
and can you program with Php

i think you might mean RPMs which are TRed Hat types of packages (like zips of apps).

An application like Postgres would come as an RPM

RPM means RedHat Package Manager, which is a binary installation of some program. (ie program_name-1.2.rpm) RPMS is a file for installing the *source code* of that binary, in case you might want to recompile it.
