It's if you suscribe to a voice message service external to the Norstar. Some Telcos can send information if there is a voice message waiting on a particular line. The line must appear on the set.
No, it's not DTMF that they send, it is a short data burst.
Some telcos send a STUTTER DIAL TONE, or a combination of both, when you pick up the line to let you know that you have a message.
Line appearing on a set means that in programming, the line is physically assigned to a button on the telephone.
So,
Under Terminals and sets
Line Access
Line Assignment
When you assign a line, it can be 1. Unassigned,
2. Ring only, 3. Appear and Ring, or 4. Appear only.
So,so, 1= line not associated with the set in any way.
2= call on the line will come in on the intercom button.
3= button will flash, phone will ring.
4= button will flash, you have to see it, hit it to get it.
So,so,so, For this feature to work, the line must be 3 or 4.
FYI expansion on above notes. you must have a caller ID card in order to receive the message waiting indication. the MWI is one bit within the caller id data string. You do not need to subscribe to caller ID but the caller id data packet is what delivers it to you. it is a FSK modem burst that (in the case of message waiting indicator) can occur at any time while Caller ID will only show between the 1st and 2nd rings.
In SBC/ameritech we have to order "visual Message Indicator" at one of the smaller telco's we had to get "FSK Message Indicator"

Thanks gentemen for the excellent answers. I've got a much better understanding of the Nortel system now. (I had a hard time understanding this ring and appearance thing 'til now.)
I was asking the question because I'm setting up a VMI to get DTMF to a fax card and I thought that it wasn't working because I needed to set this parameter. I've got a couple of threads going on the VMI and DTMF issue if you'd care to help me there. ;-)
