LMDS = Local Multipoint Distribution Service
The FCC Auctioned of licenses for spectrum in this range in the late 90's. This spectrum is supposed to allow CLECs the ability to enter buildings without the need to duplicate the Local Bell's massive investment in a physical network. Adelphia bought something like 80% of these licenses in one band or another, but has yet to fully capitalize on it. For more information check here:
