What is happening to my Pings?

I have two sites connected via fiber through cisco switches. One is a central office point with access to the internet, the other is a school. I can ping from the school to the central office ok and the internet works ok but I cannot ping from the central office to the school. I have other schools that seem to work fine.Also the file speed to the problem school is only 1.746 Mbps whereas all my other sites are running 44.151 Mbps. Someone please tell me where to start looking. Thanks.
 
Does the school have ICMP port disabled? It can be done from a router or a firewall? Also, the ISP can disable ICMP traffic, you may want to ask them if they are dropping those packets
