What is Error 2189 (MQRC_CLUSTER_RESOLUTION_ERROR )

My DBA has just built a queue for me in OS/390 (MQSeries V 5.2). It works fines when I tested with a small java applet. When I used VB 6 app I encountered error# 2189 (MQRC_CLUSTER_RESOLUTION_ERROR). My VB6 app works fine in a test queue. The production queue supposed to be built the same way as sthe test queue.

Can someone help?
