What is chewing up my CPU on Win2000 Server

I have a Win2000 Server that servers as a hot spare database server for SQL 2000. Checked task manager today when screens were slow and the CPU is pegged at 75% or higher. I shut down SQL Server and the CPU stays pegged. Even rebooted. Looked at all processes on Server and system seems to be the one chewing up all CPU (Server has no users logged in) Any better way to determine what might be chewing up the CPU? HELP!
 
Have you checked the services that are set to "Automatic"? There are probably a few loading that you do not need and never will, especially if it is a backup SQL server. Are you running indexing service? Do you have anti-virus software installed?
