What is a good ISP for dialup?

I am using Netscape (bought by AOL)as my dialup, but the 'tech help me' is fairly worthless. I don't think they understand English(american).
I don't want to pay $23.95 for regular AOL, and I had Netzero for a long time, but had trouble with them too.
Is there a dialup for about $10 that has good service?
