What if infarstructure fails in 9iAS cluster?

If infrastructure fails in 9iAS cluster, would cluster continue to operate and just management and reconfiguration would not function or there would be total cluster failure.
Actualy, infastructure in 9iAS cluster seems to be single point of failure.
Any experience with this, any suggestions?
