What happens if only one end of a circuit has a Policy applied?

Hi All, I have a policy intended to prioritize VoIP traffic between 2 sites, because of continuing problems we are planning on swapping a router from another site to see if that has a positive effect, BUT, the router I intend to swap is a 1720 with an older IOS and I can't set up the same policy & class maps, so do I need to remove the policy from the far end router or can one have the policy and the other not have it?
