What, exactly, is auto circuit assurance (ACA)?

I have never dealt with ACA before. Today I had someone complain they were getting calls from ACA Long several times through out the day but when he answered no one was there. I searched this forum and found the answer I needed to stop these "prank" calls. But I am curious how this tool can be used. We occasionally have e911 trunks "lock up" for some reason and AT&T will call us about it. We can free up the trunks by busing them out and then releasing them. When the trunks lock up the show "in-service/busy" when the status trunk command is ran. I was wondering if ACA might be able to be used as an "early notifier" for this problem.
 
ACA can be used to identify trunks that have either very short or very long holding times. Both are system definable. Long times may indicate hung trunks while short times may indicate trunks that cannot complete calls.
