What exactly is a "photo" printer?

I'm looking for a printer with copy/scan capabilities and have noticed alot of them are called photo printers. Now I won't be printing photos at all, I'll just be printing documents and doing same scanning ocassionally, so getting something that's meant for printing photos seems unnessecary.

Can someone recommend me a printer? Mostly I will be printing address labels(on standard paper) for selling stuff on ebay so quality isn't a huge factor for me. The ink has to be cheap and I would like something that I can refill myself. Durability is a big factor for me since my last Epson died after a year. Lastly as I mentioned it has to have copy/scan functions. Any thoughts?
