What does this type of set do?

This is the first time I ran into this style Meridian telephone set. PLuged it into a MICS and it just sat there flashing on all displays.

Anyone know what this extra display is used for NT8B91CA-03

Shows who is on the phone, up to 24 users.

Requires you to program (F*2). all the top keys (including the shift key) to the ext's needed.

This set just flashes as though it is trying to initialize onto the MICS but it does nothing other than that.
