What does the "Network setup wizard" realy do?

I know when to run the "Network setup wizard" but I have some questions about it.

1. Do I have to run the wizard on a network (workgroup) to get access to the network computers?
2. What does the wizard do to the computer? Open port? change security settings? Change user rights?
3. If I dont whant to run the wizard can I do the same thing manualy? If so what do I have to do?

My questinons is about a smal home network.

I never run the wizard.... The wizard is only there to help people out who don't know how to setup an internet connection.

I only seem to hear bad things about the Wizard and tend to stay away from it.
