What does msgsvr32.exe do in \windows\system\ ??

Have a problem with win 98se. When its booted up the mouse icon flickers and you can't open anything. Task manager shows msgsvr32.exe as not responding, if I end the task generally everything works ok except the program described below. I renamed the file to prevent it loading and the system would'nt boot at all. I've also reinstalled win 98 to no avail.

This is where it gets tricky, on this computer i have a connection from the serial port to our time clocking machine, I think it has something to do with this connection. The previous 98 computer running this system prior to me hooking this one up in its place had no problems at all.

Does anyone know what this file does?
