what exactly does the $ sign do? share to others?

The $ sign make a hide sharing.
The users doesn't see this share.
You can access using \\Server\share$

Your $ share is for Admin only and is a default share. You can only use this share if you have admin rights on that machine or on the domain. Yes it is a hidden share.
