According to Todd Lammle, the formula for determining the number of subnets is 2^n , am I correct? Cisco Press (the practice sims) say that it is 2^n -2 for subnets AND hosts? What does the exam say?

Cisco and the CCNA exam is very clear when they ask about subnets and if you are using subnet zero or not. You could see it either way :)

If they say that you are using subnet zero then you use 2^n.

If you are not using subnet zero (since it is the name of the network and can cause confusion) then you use 2^n -2.

I have taken the CCNA 2x over past 5 years and have seen it asked BOTH ways! Sometimes they are testing what you understand about the "no subnet zero" command.

Understand the concept and why you use the 2 different formulas and answer the question YOU get !!
