What DJGPP packages to install?

I'm a newbie, please dont be to harsh.
I think I need to install MS-DOS, PC-DOS, but Im not sure.
I want to write some Win32 apps, and my friends and I want to play around with writing our own operating system (in time, lol). Im currently on a Win9x system. Also, which is a better IDE. RHIDE, or Emacs?

Emacs... Get the Orielly book "Learning GNU Emacs" and a cup of coffee and you'll be on your way. There really is no better editor to use, in fact, Emacs is like a desktop once you learn how to use it properly. It's the most powerful thing you can use.
