Do you know what you call a multi selection box that has two arrows, one up, one down and you press the up and the number increases, press down and the number decreases...

im drawing such a blank on this...ive searched forms controls, web controls, html controls...listboxes, combo boxes...but thats not them...

looking for a control that will let the user increment a value up or down.

There isn't a HTML control that does this (as far as I am aware). As I'm guessing it's an ASP.NET site you're working on, you might want to try this one.

windows forms have it i think...whats it called tho?
scrollbox...

it was called something... maybe its MS Access im thinking of here...
 
It is called an updown button. Note that it has strange default attributes and you really need to set them otherwise it runs backwards.
 
It is a standard control within many Microsoft products, in Visual Foxpro it is called a spinner. It would be a very useful thing to have on a web page but only possible AFAIK by using Javascript.

Even in Javascript you would have to build the object, there is no shortcut to creating one.

It's a 'spinner' in MS Access and Excel too I believe.

But yes, there is no option but to hand-roll one using Javascript.
