What causes this error? (TransactionDispenseInterface)

What causes the error 'Failed to obtain TransactionDispenseInterface'. Result code= 0x8004d01b'?

Clients (program connecting to the server from other PCs over TCP/IP) are not able to connect to the server any more. I checked the Server Network utility and there was no protocol defined, but the clients still ran. I added TCP/IP port 1433 it didn't work and I removed it, now they just can't connect. Can anybody tell why?

PS: The error show in the SQL Server Error Log.
