I'm using Excel spreadsheets to keep track of who, what, where, cable pairs and jacks. With over 1900 pairs prewired to jacks there must be a better way. Should I build something with Access to track moves adds and changes? I haven't found any software online that is suitable.

Access, by all means. Then you don't need any special software and many people can decipher your database in the future.
