What are tags, why re-appearing, I defined Win Explorer file columns

What are tags, why re-appearing, I defined Win Explorer file columns. Sometimes other criteria also.

In XP, when I define columns names to show of every folder, and which order of apperance - name, size, date modified, type, also how wide they are - these folders don't shift around.

Why do these column names shift in Vista & Window 7?
How do I 'lock' these down like XP?

When you select Organize/ Layout/ Menu Bar, it puts the old File, Edit, View, Tools, Help, menus back in Explorer.

If you click on View/ Sort By, Group By, Stack By, or Choose Details, you get some options, including one called "More" down at the bottom. Clicking on that may offer some extra choices.

What are tags?
