The forums at unix dot com are also pretty good, but too busy for me to keep up with. They wouldn't have the consistently high quality that you would find here though.

unix.com has no dedicated perl forum but there is a "shell programming and scripting" forum and it is very busy but 99% of the questions are other than perl.
