What are <DIV>s?

Can someone please explain what the <DIV> tag does, or at least point me in the direction of a tutorial to that effect? I would be most grateful.
 
DIV's were originally created to designate a seperation in the structure of an HTML document. Then microsoft decided to use it (mostly) for 2.5D absolute positioning. Now both Netscape and IE use it as a 'layer', but it still can be used to divide the page up:
