What are acceptable stats for the "list measure ipsi" report

We had an outage last week that involved sanity errors causing our CM server to not communicate to our PN at all. When I run the report, "list measurement ipserver-interface..." I know what the fields represent but not sure what field can have values greater than 0 and still be ok and what is too high of a value where I need to be looking for a network issue.
