what about DEV-c++ ?

is DEV-C++ good to create windows based programs,...it seems to be very hard to do any windows stuff, windows,boxes,scrollbars, it is hard to code.
Is Borland C++ builder the best tool to create such applications for Windows?

An advantage Borland C++ Developer has over DEV is Borland is a Rapid Application Development (RAD) program. You can drag components onto the form and then deal with each component's methods, messages, etc. Also, the newest version of Developer will work with Linux and Windows.
