WGE 9.61 as a service won't start properly

I have two computers. A & B. A has the data and B connects to it via UNC. We just upgrade pervasive from 9.1 to 9.6 and had used the PVSW.exe tool to get the workgroup engine to run as a service. This allowed computer B to connect to computer A without needing computer A to be logged in to Windows.

After the upgrade the A computer Pervasive service starts but I don't see w3dbsmgr running and computer B cannot connect. If I run start the workgroup engine so I see the pre-load icon then computer B can connect.

Does anyone have any ideas on how to get the run pervasive as a service to actually run pervasive?
 
Is there anything in the PVSW.LOG?
PSQL v9.1 required the PVSW.EXE to run as a service but I believe 9.6x doesn't require it. 9.6x was a special release for Sage products and I thought it had it's own service configuration in the PTKSETUP.INI.
