WFV directories??? What are they. Why are they created?

Thsi Exchange server is continually creating WFV_** subdirectories in the %systemroot%. The subdirectories always contain a single cab with the prj98_**.cab. These contain various Project 98 application files. I remove them and an hour latter the system has created them again.

Any susgestions.
