Westinghouse Satellite as Trunk for Option 11

I am trying to use a Westinghouse Satellite as a COT on an Option 11. The Sat has an FX 10/ FXS card so the termination is RJ 11. I can hook an analog phone directly to the sat 's FX 10 card(Not thru the Opt 11) an dial out just fine. The sat requires two stars to be dialed at the end of the dial string in order to start the call (simulating the send key.) When I connect thru the PBX the call just doesn't go? I've tried both an analog and digital set, I can do a call trace and see all the digits passing thru the switch including the two stars but for some reason the sat can't hear the digits being passed from the opt 11 or it doesn't recognize the stars. I'm stumped? Any help you can give would be appreciated.
