well designed government pages? (oxymoron?)

Does anyone have an example of a creative, user-friendly government web site? There are lots of lists of creative web sites, but mostly they are for artists, photographers, designers, rock bands, and other artsy folks. Generally not usable enough for a govt site.

I think IAEA, albeit being a non-govt international one, has a pretty good public website -- accessible, appealing and standardised.
 
I find that "artists, photographers, designers, rock bands, and other artsy folks" often have sites which are very creative, at the expense of not being particularly user-friendly.

Government site are (or should be) focussed on getting information across in a simple, straightforward way.

That said, I think my local council's site is looking pretty slick at the moment - (well, the homepage does anyway)
