Welcome Message

I searched and only found one other question regarding this with no answer, I want to know if there is a way to create a default first message. This way, when a new user logs on for the first time, they automatically receive a message with our email terms of use policy. Right now we're on exchange 5.5, but are about to upgrade to exchange 2003, so answers pertaining to either are greatly appreciated.
