Weird lines in transitions

When i render my timeline, weird lines appear in my transitions. The images are not clear untill the movement of the transition has stopped. Does anyone know what causes this or what i can do?

What's your project settings?
What are your output settings?

Project settings: DV PAL - Standard 48kHz
Output settings: Microsoft DV AVI

I didnt touch the other settings. The other day i noticed that the compressor was Microsoft DV (NTSC) and not PAL, i think
that may have been the problem. Cause it was ok after i changed that. I am exporting to an avi then burning to VCD. If there are any setting tips for this you might have id love to hear them.

I get the same 'fuzzy lines' on the edges of all my transitions. (ie: a wipe does not get a clean edge) I can't figure it out. I've tried tons of settings and the fuzzy edges on transitions remain...

Sounds like it needs to be deinterlaced
