Weird FXS issue

I was wondering if any one else has run into this. I am running CCM 4.3 and a 2821 with analog FXS ports (MGCP) on it. I built an FXS port with a DN on it. Got dial tone, no problem. I can call into and out of the port from an MGCP PRI. The installation has 7910, 7940-60 phones. From the 7910 phones I can call into the analog port fine. But if I call the analog DN from a 7940, I get a fast busy. All the DN's are in the same PT and that PT is in EVERY CSS. The 7910 and the 7940's are in the same CSS, same subnet, same switch. If I put the same DN/PT on a CTI Route Point, the 7940 can call it. It seems to be an issue from the 7940 phones to the 2821 FXS port. Believe me, if I hadn't seen it, I wouldn't believe it.
 
I've run into a similar issue recently with an MGCP FXS port. ccm version is 6.x and the phones were 7961 and 7962 in my case.
Try changing the FXS port to h323 and see if it works. I am not saying that is the fix but a workaround. I am in the process of getting mine figured out. I had to make it work meanwhile though.
Let me know if you try it as I am very interested in the outcome. It only took about 5 minutes to convert the FXS port to h323.
 
Unfortunately, the system is 2.5 hrs away. I work for a reseller. I was trying to set up a Remote acccess modem and since I can get to it through the PRI, I didn't push the issue. If I make a change, I'll burn my bridge.
I may try to re-create it in the Lab though. I'm just glad that I'm not alone in this. I thought I was going crazy. :)
 
Are the phones in the same device pool. If they are in two different device pool, make sure the Region is the same. Look to see under the Region the Codec. You should be using G711.

Codec mismatch would not give you fast busy. In my case I am quite sure it is a ccm issue/bug as the only way to work around it right now is changing to h323.
 
Region is the same and both types of phones and Gateway would be using G711. But that does make me want to verify something. I'll repost when I check things out better.

What exact IOS version are u running on the 2821?
What is the FXS type?
VIC-4FXS or a VIC3-4FXS?

I was thinking that 4.3 and 6.X are quite similar besides the OS. Design and functionality is identical so I am trying to find more similarities here.
