weird file icon for sulfnbk.exe in windows/command directory

Does anyone have any idea what this could be? I was just surfing around my hardisk one day, and I saw this weird icon, with big black letters, thats all.... It magically appears whenever I reinstall windows, format my drive, and even fdisk! I've also created a linux partition to make up 100% of the capacity for the drive.. And then, deleting it, and putting a windows partition, bla bla bla..

I just want to know what is going on here. I asked one of my friend's on icq, if he could send me his, and it looked much different than the one i had... ??

From what I found on the net this is a file to restore long file names in windows 95/98/me. It is also a hoax for a virus and
