Weird Backup Issue - Thoughts?

Looking for some thoughts on the following...

I use Arcserve 2000, SP4 all around to backup. I have two boxes, both Oracle servers. The Oracle databases are backed up fine w/o issue via the Oracle agent. I also run a separate job to back up key file system data via the client agent. On only these two boxes, both running Win2K Server Sp3 and Oracle 8.1.7.4.1, I get the following error on the file system backup:

Failed to open file: C:\Docs and Settings\All Users\Application Data\Microsoft\Network\Downloader\qmgr0.dat

What is weird is that I have not selected the file directly in the tree in Arcserve. I backup system volume information on this partition, but not these files directly. I tried to exclude them from the backup with a filter, no joy. I cannot ascertain from google searches or Msoft or CA, what this file does? Maybe windows update uses it? The message queue service which I don't think I have installed? This file is always open from what it looks like, and I really don't want to purchase an Open file agent for just these boxes. Maybe somebody has had something similar with Veritas? If anybody has ideas, I am listening. I also don't run any Microsoft backups on here, so those .dat files don't come from that.

Mostly, these files are locked by the BITS (Background Intelligent Transfer Service) service and cannot be copied
by the programs.

It seems that the backup program cannot copy the files, either. BITS is a component of the Microsoft Software Update Services ( MSUS).

This servicehas been updated and included with SP1.

Generally, we can just skip them when this issue occurs.
If you cannot backup files due to these two files, you may
disable BITS service by running services.msc and then re-enable the service after backing up files.

or even better you can use the pre\post option on the client agent admin and use a batch file to stop this service prior to backup and start it after the backup.
