Weighted Rank/ Average Query

I thought I knew how to do a weighted rank but I'm having problems with the results. Could someone please provide me the calculations to do a Weighted Rank and a Weighted Average? If you need more back ground, please ask.

Probably better if you post your current SQL along with a description of your tables. "Weighted Average" is a fairly well defined term but I can think of at least a couple of definitions of "Weighted Rank" so I'm not sure which one you want.
