yes you need a tv tuner card. You can install it right from your Windows 98 CD by going to add/remove programs and then clicking on the windows setup tab then navigate to the Accessories/Entertainment area and select Web TV for Windows.<br>

I use it with an STB TV Tuner card however my tv listings are usually wrong. Kinda weird however I usually don't use it. I also have a tv tuner card generic tv with a surf feature and it is all that I need.<br>
