Website Change Request Mgt Solution: LOWCOST! :)??

Hi guys,

I work as part of an organization wherein requests to change the website come from all angles, and once in, a very ad hoc process of executing the changes then notifying the requester exists.

What's a good, low- or no-cost solution? We are an Exchange user, so I might be able to institute some kind of template system. I also can put up webpages, but any data storage would have to be in flat files: no database is currently available. (We're on IIS/.asp, and the webserver is very locked-down -- e.g. all but basic features are off).

Any free .asp solutions anyone's seen (that don't use a database?). Or how about those templates? Any free thing pre-packaged?

Thanks Foamy, but it's way more than we need. I guess we're almost looking for something like a simple trouble-ticket system.

User asks for a change on the website,notification comes to use with URL, change needed, etc, and we issue a notification when the change is made.
 
Ahh I misread/misunderstood the question.

If you are Exchange users, why not use the Task and/or Appointment features of Outlook?

User sets Task for "Web Team". When complete "Web Team" ticks task as complete.
You can even show the "percent complete" if I remember correctly.
