Webpart Not Seen By subsites

I have the situation where i am trying to create a shared document repository for a number of user groups.

I have setup a document library and create it as a template etc.

I am using 1&1 so have very little customisation options when it comes to the sharepoint server itself. I have a site in which i have created a subsite as follows:

Top level (with tempated webpart doc lib)
|_
Subsite

I goto to add the webpart to a page but for the life of me i cant get it to appear in the list.

The reason for using subsites is becuase I need to setup different user views of the documents and keep a level of security. for example one user group cannot see anothers files but the exception is some groups can see all.

Hope it is clear what i am try to do.

Any advice would be great

Well you cant use the webpart form a document library on another site. You can only put a read only list of the documents from another site on your subsite(s). (By using
frontpage)

You need to write something custom to do what you want.
