Weblogic 5.1 page not authorized

Hi I'm gettings a 403 error "You are not authorized to view this page" when accessing my default home page which using weblogic 5.1 as my webserver on a win2000 server machine. The port has been changed to 80. I can access the home page when I use the ssl connection as well as from the internal LAN using the domain name. I'm at a real loss here
does anyone have any suggestions on where I should start.
