I have an Mgs 128 card on option 11c I can change the Elan going through mgcSsetup, but I can not clear the Tlan or the Primary CS

When I try to push the correct info from the element manager i get

WEB2004:
Failed to create TCP socket to a device!

any help would be great, main thing is how do I wipe the card clean
when I push ctrl+O+A+M I get nothing but screen show
regWithMainCabinet: RPC: Program not registered
Failed to Register with Primary Call Server[192.168.3.32]
STARTUP: unable to send registration request to Primary Call Server
