web service for mobile devices(please very important)

Hi i have task to dvelop web services for the mobile (on the server side).
first i like to ask is it posible this with Delphi.if yes ,with which Delphi(2009,2005 ect)and with which edition?.
Which web services are capable for mobile devices?
Is possible in delphi to create application for mobile devices?
if yes I have next question:
I know that ,for example Java Netbeans does not support support all types of web services for mobile device(but on the mobile client side).Does is same in Delphi?
Least question maybe is concerned with " Which web services are capable for mobile devices?"
Also i like to ask"can i change data similar with other web appllication conected to database ,or I can only retrieve data from the server without hope to change(on the server by the application on the phone) them?

If you have to ask these kind of questions then you are either a student or not up to this task (yet), IMHO.

Development for mobile devices is often done in .NET, Java ME or straight C++, explicitly depending on the target platform.
WebServices development tooling and language selection also depends on the platform and the requirements.
