Web Service Enhancements

I have just installed the Web Services Enhancements service pack onto my web server. When I try to create a asmx file which imports Microsoft.Web.Services, it says it can't find Microsoft.Web.Services?

I looked in the .NET Configuration on the service and Microsoft.Web.Services is there, so why can't it find it?
