Web Proxy Authentication - ISA 2004

Recently I unchecked the "Require All Users To Authenticate" check box for the Internal Network in the Web Proxy tab, but the ISA server still prompts for user credentials if a non-domain user attempts to access the Internet. Can anyone provide a solution to this issue? Thank you.
