What pieces of Cognos software do I need to use Web PowerPlay?

You will, at minimum, need PowerPlay Enterprise Server to serve up the cubes and Transformer to build them.

what are the options to store and use cubes if I don't have Enterprise Server?

The options depends on what Cognos software you you...what do you currently have among the Cognos suite?
