Web Parts in Visual Studio

We are looking to revamp our existing website and it currently uses web parts. The web parts are custom as they are loaded dynamically from a SQL Server DB and a framework that we are unfamiliar with. So, I would like to take this opportunity to get rid of the stuff we don't know how it works and design/create something that we can manipulate at any time.

So I'd like to know how to create web parts and use them like iGoogle, PageFlakes, etc. except I do not want to use their framework.

Our sit eis pretty simple; log in, see their web parts on the home page. Have a catalog link to display available web parts and display them when they are selected. Move the web parts to other areas of the page and minimize or close completely is the user chooses to do so.

I've seen a lot of demos on how to create web parts but they all include SharePoint, which I do not want to use.

Any help would be greatly appreciated.
