Web Part Error - Critical Error

Hello. I am very new to SharePoint, but have been tasked to do some customizations requiring Web Parts. This is what I have done so far - and which has led up to the problem that I have now encountered.

I did a backup of the current Top Level Website. Then I selected to save it as a template, which I used to create a sub-website. It is in that site that I tried to add a new webpart. When I tried to add the new webpart, I encountered an error message that stated that my XML was not well formed - and the webpart could not be imported.

The next day, when I started back to work in my new subsite, I selected to modify the shared page. I tried to add the Content Editor webpart, but received the following error: One of the properties of the Web Part has an incorrect format. Windows SharePoint Services cannot deserialize the Web Part. Check the format of the properties and try again. It was then that I noticed that when I clicked on the Web Part Page Gallery, that the only entry was displayed as Web Part Error.

The next thing that I did was to search this error on the Internet, and did find some troubleshooting information indicating that when encountering this error to check the permissions levels for the C:\%windir%\Temp and %windir%\system32\Logfiles. I did this. Admin and System both had full privileges, but there was no entry for STS_WPG (only Power User and Owner Creator). There is an IIS_WPG group on the server, but not STS_WPG.

At this point, I have searched out and found no other information to help me with this. Unfortunately, when I got this task I also got the admin as well (there is no official admin for this server). I am hoping to get some more information on this problem, before I proceed to start changing things - as it is possible that this problem could be due to another reason.

I believe that I am the first to try to add a new web part, so it is possible that when I tried to add one (and failed) that it triggered some action (or wrote something to a logfile that had never been touched before). Now that error is flagged somewhere and the mechanism that reads and displays the list of web parts in the gallery is faulting.

Is there anyone out there that can help me with this? Confirm the problem? Or point me to a place where I can get more information? This is a critical problem for me - as I cannot proceed without getting past it - and I seem to have run into a deadend for finding additional information.

Any input would be greatly appreciated!
