web page effective size

I'm a little uncertain about the visible screen area to use for the various monitor resolutions taking into account headers, footers and scroll bars.
I design on a mac but obviously most viewers will be using PCs with explorer. I want to optimise my design fo 1024 X 768 with a fluid layout to cope with other sizes.

I found a website which gave the minimum and maximum effective sizes but it was old info relating to IE 4.

Beside this, modern browsers have a sidebar of adjustable size. And the taskbar could be put on a side too. There is no relation between resolution and the area available for the HTML document.

But do not listen to me. I just hate fixed width designs.

I design my sites to work in a width of 790 pixels. The idea is to suit "normal" users full-screen on 800x600, and power users with wider screens but with a side bar or not full-screen.

Of course, with a fluid design it'll re-shape to fit (almost) any width, but 790px is the acid test for me.
