Web page creation date

Hi,
Is there anyway to tell when a web page was created ?
Without access to the server via FTP ?
e.g. when was:

http://www.saracen.co.uk/index2.html

Created ???

They are running Apache/1.3.12 Server

If it's possible please let me know how...
